Custom-build sites
When a database-driven Content Management System is surplus to requirements but a unique design is desirable, it can make sense to keep the build simple and use 'traditional' xhtml/CSS. In particular, if you don't need to regularly update the content on the site – a brochure-type site or information archive, for example.
As with personal tailoring or custom-build cars, such a site should be designed to perfectly fit its purpose. It should exude quality in terms of how it looks and handles, not be a clunky imitation of the mass-produced models.
